What happens if Santa Cruz County cannot or does not comply with the state mandate? Has a cost-benefit analysis been done about losing state funds versus the endless upward spiral of costs to crowd in more people? Increasing population takes water, roads, schools, police, fire, garbage disposal, public services, loss of quality of life. What are the realities of this dilemma?
